Line arts clean up for line arts that is imported either from scanning or other JPEG files where there are no pre-existing transparency.
Yes, you can always add the picture as additional layer. Though I like my line arts clean as sometimes I alter the colours and stuff.

^^ its helping me right now :3 im redoing an old picture o mine that i one didnt clean it up and just coloured it eith the mouse, its coming out much better with a tablet. it tooke me about 3 years to figure out its best t use an underlayer for colouring :2 its an extremly helpful thing. so again thankies ^^
I will use! I always just digitally ink my drawings but I always wanted to try just scanning an ink pic. It actually looks very easy to do. ;; Thank you for the tutorial! *3*
